UPC Defends Political Independence Amid Nrm Engagements:Akena Unveils Upc Housing Plan To Address Uganda’s Housing Deficit.UPC Calls For Issue-Based Politics And National Dialogue

The President of the Uganda People’s Congress, Jimmy Akena, has defended the party’s political independence amid ongoing discussions with the ruling National Resistance Movement, insisting that UPC remains a distinct political force with the right to independently field candidates and advance its own policies.

Akena made the remarks while addressing journalists at Uganda House in Kampala, where he also unveiled UPC’s alternative housing proposal aimed at tackling Uganda’s growing housing crisis and improving access to affordable housing for low-income earners.

 

Speaking at the Uganda People’s Congress headquarters in Kampala, the UPC party president, Hon. Jimmy Akena, emphasized that the UPC remains an independent political party and cannot operate under the direction or control of another political organization.

He said although the party is open to engagement and dialogue with the National Resistance Movement, such cooperation must respect UPC’s identity, principles, and political autonomy.

 

Akena explained that constructive engagement between political actors should focus on national interests and solving citizens’ challenges rather than weakening political diversity.

 

He challenged government and other stakeholders to openly debate the UPC proposal, arguing that political parties should focus on presenting practical policy alternatives capable of improving the welfare of ordinary Ugandans.

Akena also clarified that despite public discussions about cooperation between UPC and the NRM, there is currently no formal written agreement binding the two parties.

 

 

Turning to governance and accountability, Akena criticized the 11th Parliament, saying corruption and political controversies undermined public confidence in the institution and weakened effective representation of citizens.

 

The UPC president also revealed that the party had already submitted an alternative housing policy proposal to President Yoweri Kaguta Museveni, aimed at addressing Uganda’s housing deficit currently estimated at more than 2.4 million housing units.

According to Akena, the country continues to face rapid urbanization and rising housing demand, yet formal developers construct only a small percentage of the required housing annually.

 

Meanwhile, the Member of Parliament for Ajuri County in Alebtong District, Fred Jalameso, expressed optimism about the newly constituted 12th Parliament, saying the incoming leadership presents an opportunity for reforms and improved legislative performance.

 

UPC leaders say the party will continue engaging in national dialogue, advocating issue-based politics, and promoting policies they believe can strengthen governance, accountability, and socio-economic transformation in Uganda.
